19 server

Hello all!!

I have come up with an idea to make a level 19 server using the Wotlk client/core. However, I'm wondering is there a way that i can make everything scaled to level 19 (almost like a stat squish [like what their doing in WoD]). For example say if I wanted to use a spell that dealt 4000 damage and i wanted iit to deal 40 damage is there a way i can edit all spells/ items/ health for be scaled to level 19? I know you can do it through intense dbc editing but it there another way?
