Stat-squish / low inflation server

Hello!

I've thought having over 30k hp is a bit much for a long time, and every item on the auction house costing 1 gold minimum, leaving silver and copper pretty much arbitrary is silly.

I like the idea of an "underwhelming" server, for lack of a better word. Where the stats have been squished à la Warlords of Draenor.
Another idea I kind of liked was lowering the level cap, maybe even as low as 30.

Balancing will be really hard and stuff though, and I don't know what you'd do with higher level abilities, unless there's a way to teach them at a lower level. Talent points may also prove difficult.

I have no idea how I'd do this. I've only ever gotten a database to work on one of my local private servers, and I only ever use repacks.

I was just wondering for the most part if this is even possible?

It is possible, and one of the easier concepts. But not for your skill level really.

That's what I thought. I'm interested in learning how though, can anyone point me in the right direction?

You can make people get 2, 3 or 4 talent points per level. And most abilities can be edited to be available at a lower level.
You would have to spend lots of hours balancing and nerfing armor sets and weapons tho.
