First off you will need to work on your grammar, atleast to a point where you are understandable.

    For question 1:
What you want is no easy task, normally I would say: "Forget it, too much work".
For model editing, you would need to use Noggit, as it is the only modding tool currently public(which works).
Take a look at: Modcraft - The community dedicated to quality WoW modding! - Index page
Making a map for your new "planet" would also require knowledge beyond making a new "planet" in noggit, I am speaking about editing MPQ files, XML, converting files and much much more.
Nobody can help you choose whether you should set it after cataclysm or wotlk, tho 3.3.5 Emulation is the most developed, so you should do this with a 3.3.5 server and I think noggit only works for 3.3.5, so that would make the decision for you.

    For question 2:
I think I answered that in the first part, but basically you will need:
    Noggit + advanced modding skills.
A private server - preferably arcemu, as it comes with LUA, which is very easy to learn for beginners(Not speaking of advanced LUA).
which you would need to learn, to make the "planet" interactive.
You will also need converters, other developers, knowledge of databases and how to write SQL.
For the advanced mods you would need to learn c++, so that you can change things in the core - that would need for you to compile arcemu yourself, instead of using a repack.

    For question 3:
This isn't a side, on which people work freely - if you want a custom lore then write it yourself!
Asking people to write the lore for you(which is probably the easiest part of this "project") will make you seem very helpless, unprofessional and unskilled.
Ask for help, but don't ask people to do the work for you.

    For point 4:
Yes, you are new to wow emulation, and trust me it is nothing like developing a runescape server / habbo retro server or anything like that.
Making a wow private server is highly illegal and way harder to get running - not that habbo servers ain't illegal but Wow-emulation is just way bigger.
When model editing / making custom edits to the private server you cant just download a program and click start, you actually have to do some work!

    Last but not least:
Good luck with your project, I hope I scared you away from wow-emulation.

Very detailed guide minupii, I'll throw you some +5rep for it. Glad to see others helping others

That said, he is exactly right. I saw this post last night but didn't have enough time to post my thoughts to it. Building a new planet or continent will take months and possibly years to develop depending on how large the planet/continent is. If you want it to look professional, then it is going to take a large chunk of patience and hard work to get it done. I would suggest starting small and get a feel to how you like model editing the world. Start with a continent such as Emerald Dream (map 169) and work with that for a while. It isn't too big of a continent, and you can customize it to however you like (not to mention it is already in the WoW files, so you skip a lot of steps such as creating new adts and zones, and modding the WoW dbc files, etc.)

All I have to say is, if you got the patience and the skills to make a whole new planet/continent then by all means go for it, you learn with practice and hard work. But it won't be an easy task to complete. Good luck with your project, I hope all goes well

Do not use ArcEmu. It's a redundant emulator, highly out of date and with no active developers now.

Go with a emulator such as TrinityCore, since they have almost everything working for 3.3.5a and a good infrastructure and design. Everything is possible with Trinity that is with every other emulator, it just requires more knowledge of C++.

TrinityCore does now have a Lua engine you can use if you are looking for that - see Eluna:

By all means, dont say I got pro skills, I have just been where you are and I realised, that modding / emulating takes a lot of time and that it isn't something you do overnight. :-)

Creating adt's and editing DBC files is as boring as filling in data in a mysql database, I allways feel like sleeping when doing it....

I have never had any problems with arcemu and with destructible buildings / vehicles working I just find it even more attractive tho I must agree, that Trinity is more stable, I had never expected to see that comming from a LUA expert like you!

I think core editing takes this to a whole other level, also he would need to compile it himself.
Learning c++ does have its adventages tho, c++ is clearly one of the "best" (fastest and most stable) programming languages out there and I would recommend learning it!
