I wanted to know on what conditions are wow servers illegal and where.
also what are the consequences of this wow private servers?

unless your server gets huge and you start showing profits from it I dont think blizzard will take the time to come at you.
Even if you did you would receive a cease and dist and if you conditioned after that (depending on where you are and the location of your server) you might be in for a headache.

vmaps/maps/dbc is illegal since blizzard owns those files so it's a copyright crime or W/e. But noone cares.

It is illegal but who the hell cares?
The us laws does not apply where I live so they can crawl back to where they came from.

If you could host a server in North korea it would be good except for their op internet connection. Germany? Russia? Sweden?.

Yes but how is the connection speed and stability?

connection speed is good and stable but expensive
stability of the server core can be handled through getting a good server hardware and coding it good !

Compare prices and hardware / connection.

i buying my own hardware
and connection
the hardware price doesn't matter its the same
now the internet is the problem
its quite expensive in the middle east and north africa region , germany is good for the internet.
I am getting a leased line SHDSL then upgrade to fibre.

also i want to target players from the regions where few players play,i will make them(players who don't play wow) play lol
not forgetting other regions

Are egypt, germany,Sweden ok?

and whats the proof?
