looks alot like, Pillager's Gauntlets with diffrent "finger color".

All three recolored Warrior T6 hands:

Item name: Grips of Silent Justice
Display -id: 46487

Item name: Pillager's Gauntlets
Display -id: 45728

Item name: Gauntlets of Enforcement
Display -id: 45715

Use wow model viewer and look if you don't want any of these, the one you posted are not used ingame could be a blizz model and it can also be a model edit.

I found that one is in the blacktemple, a skelet npc warrior vengeful wears them
