actually ^ (not trying to be a smart ass) you can use port redirect on port :81 or :8080 simply what you need to do if foward one of those ports download wampp server open the application then left click it in the taskbar go to apache then another menu will open go to httpd.conf open it press ctrl+f search for all instances of :80 change them to either 81 or 8080
to make it easy look for this first
and change it as so being the 8080 is what you use or 81

it should look something like this
ServerName halloweentown.dyndns.org:8080
then start services/install
put online
and reset
type in your http://dns.dns.com:8080 or :81 in some cases you may not have to type the ports
and to your hosting problem use a simple free hosting service on the web and make a wrapper on your site for the acct creation pg.
