Restart your computer then, it should do after installing that. The error is that it can't find the required files needed to run it, which is visual studio C++ 2010. You can either install the full program, or install the redistribution package (which is tiny and what I linked you). I dunno' if it requires a restart to activate but it probably does it's still not working.

Im having the same issue as him and neither of the solutions fixed it. I got the error after I tried to manually register msvcr100.dll and msvcp100.dll.
