Looking to hire advanced webdesigner

Hello MMowned community,
I am currently seeking a web designer that can both code and design a appealing and functional website. This website is for a World of Warcraft retail guild and must include the following features:

- Front page with fed news from the forums.
- Latest post module.
- Roster
- Application Page
- History
- Forums - Will just link to forums I will be installing - IPB3, phpBB or SMF

I will be paying maximum of 250$ USD via Paypal for a Designed and Coded website that looks great to the eye.

I've done many guild websites, i have worked in HTML, PHP and JAVA for a few years now, nowdays im working on FLASH websites with XML scripts.

BUT i need more information, i mean do you want a COMPLETE CUSTOM WEBSITE made by me with ALL custom scripts or can i just use one of my professional engines to make one? I usualy use dolphin 7 to create a community website, and just do a world of warcraft style.
