So the SQL query completed successfully, but newly created characters do not start with the proficiencies? :S

After running the query on mine, it instantly worked for character creation; a server restart wasn't even required, due to the fact that current DB info is pulled each time a character is created. If your query finished, there shouldn't be any reason for it to not work.
