[MySQL] Process Window Hiding / CPU Usage

2 questions i need help with please!

1. I was wondering if anyone knew how to make your process windows go into the background... and not be on your taskbar..
like the MySQL, Apache, Logon, and world for Arcemu servers.. if that needed..

Also....

2. Is there anyway to decrease the Usage the process windows take of your CPU.... Like when i turn on all 4... my CPU Usage in my task manager says 100% and i can't run anything!

I created a application a while ago that did just that, I can upload it here if you like.

And secondly, the windows idle process will take majority of your CPU, but you should still be able to run more applications.
