I don't know what you're asking, but yes. Anything that can be done on one emulator can be done on them all, with varying degrees of difficulty.

He's asking is there a way to change people ingame, without Lua.

Get the command listing for MaNGOS, check if there is something about "morph" "displayid" listed with this, it could be under character and then something else, im sure they have it somewhere.
