Website needed

so i tried to make a website earlier and it didnt work out as planned as in it didnt work... is there someone out there that can make a website for me? i wont be able to pay them anything but i can +rep and if they wanted give them full access on my server. basically what i need is just a forum, a account creation... can anyone help me?
