[SQL] GM Reports

What I want to do is be able to use a form that allows me to enter stuff for all of that (basically filling in a report log), and then allowing the GMs on the server I play on to check which reports they deal with and any reports that have not been dealt with are highlighted in red or stand out in some way. When the GMs check and submit the reports they have dealt with, then their names will be added under the GM column.

Is there any way to do this using SQL? If this is way too time consuming for people to do for me, can I learn how to do this in a few hours of studying SQL? lol.

Its not really just SQL, you could do this web based quite easy, if anything, im sure Hellgawd or Dombo could hit you up with something quite fast, you could even use a program.
