can't bind to xx.xx.x.xxx

Hi i was wondering if somone could help me with this error i get.
first of i have 2 computers one that gets the external ip and one that gets 192.168.1.65

ant that computer cant bind to the external ip.. how can i do so my other computer can bind to the external ip ? or does it work to have puplic if i have it on 192.168.1.65 ?
