.Net Framework 3.5 vs. Navicat lite

Please correct me if i have misunderstood.

Does .net framework 3.5 do the same job as Navicat Lite?

If they do the same job, which is better?

Well that's kinda off. The .NET Framework is a framework for developing applications.

Navicat is a MySQLGui, meaning that its a cool interface to mysql
