NPC's wont aggro in cities

Ok well i have this problem, in cities go npc's will aggro and attack players with a opposing faction or flags no matter what flags i put them they wont work but if i step out of the city all the guards attack ive tried just about everything i can think of. I'm running arcemu for my core and my db is rivaldb. i really need this to work or theres gona be like no pvp raids on my server and thats gona be a drawback to it if you can tell me how to fix this it would be greatly appreciated. thx

Turn off Collision.
