Problems using Nogit and other map editing tools

hello mmowned again
ive read alot of tutorials and downloaded all the apps but none work
my server is 3.0.9 and apparenty noggit only works on 2.4 or something and ive done alot of searching but i havnt found one tutorial that works

what i want to do is make a small island in the sea but im no sure how things work
when i search things like 'custom island' or 'custom patch' i get things like How to make custom items as a result which is utter useless since thats not what i searched >.<

ive got some questions like:
for the terrain is it just a map image like a heightmap or do i need to make a .3ds file or .x file for the map

where can i find a tutorial for this that works with a 3.0.9 patch, all the ones ive seen want me to use 2.4.
i dont have access to the core because mine is a repack, my server is ArcEmu

if you can help me it would be alot of help
i know this sounds like i havnt searched but i couldnt find 1 tutorial that worked >.<
