Question about Items and Spell Power

I know I made a post about this earlier but i'm not sure if people understood what I was looking for. So I now have a screenshot of what I mean.

That item has 67k spell power on it. How is that possible? I'm wanting to make some items of my own with those high spell power stats but cant figure out how. Just in case you're wondering "Yes" this is a real item on a server I've played on so it's not photoshop doctored in any way. Would anyone possibly know how to do that? If so it would be greatly appreciated if you could give me some help on how.

Thnx and +rep for anyone who can help me with this.
