Remote SQL & Restarter help

I'm having trouble setting up a remote host with sqlyog so i can edit files from different computer. Anyone explain this to me? I've done it before but cant get it to work this time.

Also, is there and mangos 3.0.9 server restarts out there that work good so i don't have to restart server if crashes?

SQLyog, ive never used it for accounts but on navicat you just go to manage user, add another with your IP as the hsot name so im guessing its simular...

as for the restarter, there is a rogram int he program section which basically restarts anything you tell it to from servers to notepad, ive forgot the name but i saw it earlier today.
