Need Web site developer $paying for Professional

We have server up and running. Mangos 3.0.9
We have 24/7 loyal admin staff of 5. (this staff has been working together over 5 years in private server community)

WE are looking for someone to design or site need a web site developer.
Possible needed to host the website unless can tut. me into getting it public. (think i am just having a problem with the port i have wamp and xamp ready to go can see any pages i add but others outside can not)

We are willing to pay a fee up front, small percent donations driven and offer server position admin. Plus open for negotiations.

Our site needs to include:
account page
vote rewards system (in Game Rewarding)
Donation System (in game rewarding)

would also like all the rest of the frills such as:
armory ( even if not fully functional)
etc. etc etc .

Forums are not a must but are a plus.

Must be professional, serious, committed, have references, experience, and willing to work with the team that is set up, great group of friends here looking to partner with our missing "piece", so if you know web site's then you may be exactly who we are looking for so huurry and contact me today (before i go and learn all this crap myself and don't need you anymore, rofl. which i will do if you don't hurry!)

Update if anyone has exp. mangos web sites please contact me. we have someone working on this that doesn't have all that much mangos web exp. but real good at web design!
so if anyone is willing to help up front for free but later with a feee (we will pay a decent fee in payment or in full later we are trustworthy) i am willing to help with anything i can.
