Problem making public, only one thing

Ok so I want to make my server public without hamachi, but when I have to edit the file "hosts" all the guides just say save and exit. It saves as a .txt file? Is that what it's supposed to do? Because when I try to overwrite the other hosts it says it already exists and won't let me save over.

Long story short: Is hosts supposed to save as a .txt?

Move it to your desktop,
Open a new notepad file,
Copy all the text from the old hosts file (making sure you've edited it)
Save it as hosts.txt
Move it into your etc folder (where it originally was)
