[Help] Error Running my Server

Ok i have my own server but when i try setting up a server on my friends computer i get this error. Im not sure if its because he doesn't have WoW on his comp but this is what i do. I run MySQL then i run Apache after that i run arcemu-logonserver and i get a error that says

This Application has failed to start because its side-by-side configuration is incorrect. Please see the application event log for more detail

I have no idea what this means so could you please help

Install the latest .NET framework. (3.5); located on Microsoft's site.)

ok so i got it started up and when i try to connect it says Connecting and then says i cannot connect but i edited the config realms to what people say and yet i get the error any idea?
