Looking for a specific PvP server:

I've searched 4-5 different "top 100" sites looking for one that suits my very needs:

A lvl 80, populated (40+ active) PvP realm.
Donor items do not outbalance standard pvp gear (aka its not exceptionally better then deadly glad).
No Custom gear
Working Arena / BG

Almost all the pvp servers I've check out have way to generous donor gear, or being able to purchase spells or more talent points.

I'm looking for a fair but balanced PvP server that doesnt tolerate paying to get ahead.

-Past servers that did just this: WoM (World of Murlocs) and WoWFlux (still around but the population is far to low).

Any help is greatly appreciated!
