Connect w/o internet access

I assume this is possible, and it seems reasonable that it will work. Though I just wanted to check.

can you connect to your localhost server w/o being connected to the internet?

Of course.
For example if i'm bored, on holiday, nothing to do, no internet, i'll chuck up one of my servers and develop on localhost.
