Cant Forward Ports

Ok, Ive been attempting to get my server up for a while, but I cant forward my ports! I have a Belkin F5D5231-4v3 and ive followed every guide i could find on here and 6 other websites. I created a static IP for my computer and configured the ports i need on the router. But when I go to check if theyre open..theyre still closed! What more do I have to do?

they will be open i usually dont use them sites that tell you or not because mine are open when they say they arent. trust me i wondered why it was like that for a while
