You can get the faction ids from the DBC files, and yes you can make custom neutral factions (Kinda difficult for a beginner).

You'll have to make a MPQ file, there is no guide on how to make custom factions... you have to figure and determine the fields out with the right values. You cannot overload the client DBCs with the server sided ones so thats why you need a MPQ.

35 is also a good one, Friendly to both factions, and they don't belong to something like Shat'ar. If they belong to something like that, you might get someone going to war with them just to kill the vendors.

Any Instructions on how to do it?
Any idea on how to MAKE a custom faction. Or atleast change the name of a pre exsisting faction?
I tried go into the dbc files and just change the name in all colums.

factions are written in the actual wow.exe
    the client side wow.exe

so it's on each players wow folder
server files like world.exe and logonserver.exe are something we might have a small control over as far as customization
but when it comes to client-side, we have to fold our hands

^ I Had This Problem Made a Full Custom Quest Line Over 140 Quests
then went 2 make fractions and bang stuck at dead end i had 2 remake all quests and edit them so it wasnt fraction based
    i wasnt happy
