use that guide its simple to make a quest
and i dont think you can stop the rain because its a client side (i think)

You can control the weather of areas using Ascent Database Editor.

update weather set high_chance=0,high_type=0,med_chance=0,med_type=0,low_chance=0,low_type=0;


Well if you want to get rid of all the weather settings, run this query in your world database assuming you are using NCDB.
