Cant get Public! (i know, there are tons)

Ive tried a bunch of different guides, ive set up port forwarding for 3724 and 8085 on my router, i tried the no-ip thing, i tried just changing the realmlist IP in mySQL to my external IP... but i can never connect to it when i change my realmlist.wtf to my external IP (or in no-ip's case the no-ip host), any tips?

obviously i could post any info you guys need, just let me know, i know im a noob and i know im a leecher, but im trying to figure this out and i need some help

Well for starters any question such as this needs their configs posted.. also have you made sure that the programs and ports are open through windows firewall as well? or that the firewall is disabled?
