Can't make server public

Whats up? I have vista and a router and I can't figure out how to make my server public. The router thing is driving me nuts. This is the guide I'm following.

I kinda got far on this guide, but I can't do step 7 because I have vista. Can anyone help me?

Go to were the windows firewall is on vista select it and open the ports that it shows is what its telling you. .

I can't get to the ports... I have no settings option

Hm I haven't dealt with vista for I have windows XP . But I can look into it on google And get right back with you.
