Aspire/Ascent GMH 3.1

[Hunterplay]

This GMH's ticket tracker now works. it wouldent work before because all the other commands had to been changed to work with aspire/Ascent but they forgot to change a few ticket commands such as the Allow whisper and Block whisper.

Maven made one for Arc emu but I had to completly change commands and add differnt menus for aspire
