Do Ctrl + F in ascent.conf, look for something that says:

<Server PlayerLimit

And then a little below that, it'll say

        LevelCap = "60"
        Expansion1LevelCap = "70"

Change those to your liking.

Um, I dont want the map files, waste of storage when I have them already and plus it messes up my download ( I got a limit due to my father on downloads at a time ). Could I just have it without the map files?

One thing about it, that file in it's ASCENT2 is only a character create file. All the other things in it are empty, theres no use in it.

can someone help i dont get this part 2) Execute the .sql files into your mysql server

well first you want to get a program like navicat to open + view the database... but all you need to do it just right click on the world database and click execute batch file/ then find the batchfile where ever u saved it an click open and then press start
