There are no NPCs in the game...

I re did the DB 3 times so far.. and still no NPC ...(no guards, trainers, anything)

Im using AC Web repack and the newest rev

I was looking at the antrix thing, and i see that when it supposed to load the creatures.. it comes up with this error:
