Quick question though. How do I make an account doing it this way?

The Account Database is probably been executed to your Account DB you made.
Im not sure, because im not using these "MySQL.bat" Repacks anymore, because of Major Problems.

Why can anyone make a repack with Maps and Vmaps

Because you need the VMaps and Maps to get the Repack to work.
With no Maps or VMaps, there is going to be nothing ingame then.
