On mol10 is quest unaccepptable, you just bring item and u'll complete the quest. Does that mean that it is not gonna work there?

I'm curious if you could do this with other quests and if yes which would ones would be worth it ? If there arent any quest with much of a reward atleast I could use this as a way of infinite gold for completing quest? Still I dont know how exactly does this work, I know the numbers are quest IDs but I cant figure out how does it exactly work. If you could explain it would rly help thanks.
