Since patch 3.0.8 (I think it was it) It dosen`t have any charges but has 1 hour cooldown.
Even on the link to wowhead you posted it`s written.
But I haven`t tested it, maybe it works :|

seems that was changed on more later patch

Has 1 hour cooldown on Neverendless-wow

I tried this on eternion and It's fixed. Gives me a 1 hour cooldown.. sheesh. 3.2.0. patch sucks
