In Eternion WoW is there a way to make a pala dual wield without donation for VIP ?

No. basically.

You could try modifying a weapon or item with a spell in it with Cheat Engine, then change the spell to Dual Wield. It might work. Haven't tried.

Yep that's right. I did it maybe 2h ago on Eternion-wow. It worked very fine.
The only problem is that ppl soon notices that you're dual wielding -> you might get a bann very fast
