    [Help] Ascent CMS problem

    HI, I am trying to use the ascent cms v 1.5. I am using a hosting plan from web host freeks due to my isp not leting me open port 80... Well anyways when I Ftp the Doc files to my site, than go to my site I get a internet explorer cannot display this page error. I dont know what I am doing wrong, I put my external ip for the msql host and everything, was wondering if this could be the hosting plan or just me doing something wrong, anyone have any ideas?
