Looking for NPC help

I have been searching on info on spawning NPC's and making them neutral. I want to spawn Illidan and make him friendly with horde or alliance or both. Anyone know commands to do this? please help.

Also I know how to castall spell, but I want to use spell id's without learning it as there are spells I want to use but when I learn it I get no icon to use it.

for illidan easy..you can add him in DB again (make a copy of him) change name if needed to some vendor or something... and change faction in DB...
you can find factionlist on Wowhead: Make it your new racial passive today!
otherwhise you can do it ingame by spawning him and do .mod faction if i am correct.. or .npc faction hmm now i am doubting lol ^^

i dont really get your 2nd question.... if you mean that when you learn a spell you dont get an spellicon in your spellbook then relog maybe... otherwhise you could make your own icon on your userbars with macro:
/cast <spellname>
