You cannot edit terrain. You can only place doodads. Doodads are things like Benches, Chairs, Trees, Buildings etc.

patch 1.1-1.12 you are able to edit terrain. Not anymore though. There was a program that let you do that though

patch 1.1-1.12 you are able to edit terrain. Not anymore though. There was a program that let you do that though

He means you can't terrain edt with that program. It just adds items to the server's database. Terrain is client-side and you can't edit other people's clients.
