Missing npcs

Hey I have a few questions. I'm running a private server and play on it with my wife.
First we have just gotten to the ashenvale area and there are no horde npc in any of the horde towns. I haven't check alliance yet but, I assume they aren't there also. I have also had some issues with quest but nothing huge. This is the first major issue I ran into.
First what could be wrong?
I donent have any errors so idk what to look for.
Also what can I do to fix it?
Can I respawn this npc?

Hello Darkwake.

Some quests on World of Warcraft Private Servers a bugged. They are simply not working on the server. About your NPC issue, try getting another database since respawning every single creature will take a looong time.
