.Createinstance "No such Command"

i was looking for ways to get to Programmers Isle, and found that i had to use .createinstance thingys,,, i tried it in my server, but the .createinstance command wont work! it only sais "does not exist or you dont have acces to it" and its not even in the .commands list! can anyone help me please? thanks alot : ]

You can no longer get to Programmer's Island or Designer's island.
And that command no longer exists
