Ok what it is , i am wanting to make it so Alliance and Hore can not invite each other to groups but i want to make it so donators can .

You'd have to make them have some GM permissions check out what each permission does then you'll be able to find out what permission you'll need to give them.
Also check your configs for overall configuration
