Help me people Banned cant unban them

ok on my server almost evryone is banned or cant log in on my site evryone says they r banned. i check evrything ip banns table accouunt table character table no one is banned people were on before but no one now evryones banned. i am useing arc emu rev 43 also i check banned names/phrases but nuthin. and i even looked and the gm command log could it be a lua script problem or ? help me plse
