Website Problem, Need Help again

Hello all... Again i need some help with my Site if i shut down Apache and start Wamp my site looks like the Blizzlike Site. And if i start Apache and after start Wamp it looks like the Backround and an Account Creator page.. Only.

1.) I Want it to look like Blizzlike WoW Site all the time.

2.) Cant install it says:
An error has Occurred on this page
The install file cannot be accessed by this computer (x.xxx.xxx.xxx).

The X marks are my IP. I wont show it for an reason.

get the files from wamp and place them in the apache folder

I Tryed to put them in Htdocs, Now it works if i turn off Wamp i can enter the Site... But when i try to Install BlizzLike nothing happens.

Do you know what this is? I left these things empty. exept Email

Does this work with HeidiSQL (ascent) It says Antrix like all the times

Changing website tables will NOT affect Antrix server tables! Still, it is highly recommended for you to back them up.
