is lua_GetLocalizedText a real lua api name?

i have looked up for this api in wowwiki,and of course i have googled it. but i got noting, except the content of how to use this function, and that's not my want.

firstly, i wanna to know is this function a lua script api or a wow native code api?
secondly, how can find it?

since i already can execute lua script, and i am now working on the result. and lua_GetLocalizedText occurred to me. but i can not find a way to get the offset of this function?

first case contains FrameScript__GetLocalizedText call, second is FrameScript_GetText call
