As per this discussion, it seems that the C++ standards committee have moved the FDIS document to a restricted area. I was one of the lucky people fast enough to download it before it got protected, so I’m posting a mirror for others.
This document is be the same as the actual final standard will be, except for a few minor editorial changes.

Note: I don’t condone ‘piracy’, but in all fairness this was online and available to the public until the FDIS voting started, at which point it was pulled because once standardized it will have a price tag attached. Seems like a pretty ridiculous system imo. If you want to charge for it, then don’t put it up for free to begin with…
