[PvP/E][PE]Powder - A Nuanced Subtlety CR

About
Powder is a lightweight, yet powerful, Subtlety routine built off the ProbablyEngine addon.
Powder follows a strong routine, keeping perfect uptime (98-99%) of all core buffs and debuffs on yourself and your target,
with knowledge enough to apply additional debuffs (i.e. crimson tempest) when it is in a position to do so.
Powder (will) provide the option to automate all your big CD's, or to have you do so yourself.

Powder is very much so a new CR. It has a long way to come, as do it's sisters ( Assault and Bliss )
This was done so that the community can help me shape it to be something beautiful
