WinRar can't make a virus?

It is a compression program it turns several files into one package and compresses them (Lowers size by alot)

And you can put virus's in a .Rar.

Executable cannot open themselves unless they are in portable media. If there is a vulnerability in your unpacking software they could use that to run themselves but I doubt that will happen.
.xml is a neutral format for storing any kind of data. That means that the danger is dependent on the program you open the file with.
