Yeah it should work properly with any of the unlockers that unlock the protected LUA functions. All of them provide this at a minimum as far as I know.
I have plans on supporting advanced unlocker functionality with the object manager and such but it's only discovery and design at this point.
Its just because there are functions in the hunter BM rotation that uses enemies > 2 isnt that advanced functions?

The 'enemies' code is using my own implementation of an enemy tracker (look in pe.lua) that uses built-in WOW APIs to track the number of enemies. It's not exact but it is better than nothing. It should work just as well as the enemy tracking code PE had prior to WOD.

Is the BM hunter rotation up to date with the current Simcraft rotation? It seems to love spamming Cobra Shot. I think it has to do with the Steady Aim code. On that point, it will often cast Focusing Shot TWICE in a row, probably to try to get the Steady Aim buff. Focusing shot only needs to be shot once to get Steady Aim.
It also doesn't seem to maximize use of AOE and multi-shot. Using multi-shot is a HUGE DPS BOOST due to beast cleave. If I manually spam my multi-shot key with the rotation running, I will do much better DPS.
I've also had some issues with the rotation attempting to spam healthstone even after it has already used one during the fight and the healthstone is on CD.
Finally, I had some issues with a spammed error (floating text al la raid warning) saying something along the lines of "No path found" or "No path exists to target" or something weird. It was mid-fight, so I couldn't get a good look at it.
Edit: I also removed Barrage from the non-AOE rotation.

The other thing to note regarding the current BM rotation is that it under performs compared to SV for the same ilvl.
As SV, my logs were usually in the top 90 to 99%. As BM, even though my overall DPS increased by roughly 10%, but my percentile ranking dropped dramatically - to 50% to 90% on a full clear, with most boss kills in the 50% to 75% range.
To me, this means that the SV rotation is very well tuned, but the BM rotation lacks efficiency necessary to excel in the charts - stacking buffs with CDs, properly casting cobra shot, etc.
Focusing Shot is a talented ability that replaces Cobra/Steady Shot with Focusing Shot, a higher-damage, longer cast-time focus generator which generates 50 focus instead of the usual 14 from Cobra/Steady Shot, but it cannot be cast on the move. Given the extremely high focus return in comparison to your usual focus generators, this talent primarily becomes useful on extreme amounts of sustained AoE in order to keep Beast Cleave up effortlessly, a situation which does not really exist in modern-day raiding meaning that this talent is never used.
Go Adaptation basicly.
Furthermore - do you have the 4set bonus - for BM its a crazy good upgrede compared to being subpar for surv - which if you dont have the 4set on BM would be the answer to your lower percentiles.
I sometimes use FS on Operator and Beastlord. Those are very AOE heavy fights. I normally use Cobra Shot.
As for gear, yes. I am very well geared with BiS BM gear. 695 ilvl, 4p tier, etc. I am also very well itemized, with mastery and haste, mastery gems, mastery enchants, etc. I also use all the correct talents and have tested Steady Focus vs. Dire Beast in both single target (Gruul) and multitarget (Beast/Operator/Kromog) settings.
When my gear was configured for SV (multi/verse heavy), I was consistently in the top 95% of warcraftlogs DPS. Now that it is 100% reconfigured and tuned for BM, my DPS actually increased drastically - up to 20% improvements in DPS - but my relative ranking on warcraftlogs dropped dramatically. Like I said, this means that the BM rotation itself is not well tuned and I am leaving free DPS on the table. It is not my gear or itemization that is the problem - it is top notch.
