It's not just a legal claim. This is most likely a felony under federal law. Anyone who does this is likely to be investigated by the FBI just like the fags that DDOSed during the anonymous campaigns. Just because it's on the internet doesn't mean they can't find you.

Botting is one thing, but when it comes to big cyber-attacks like this the FBI gets involved. You should google information on it, I believe ice.gov will lead you in the right direction.
